Under the terms of the Constitution of the State of Ceará, Art. 76, item I states that: Art. 76. It is the responsibility of the Court of Auditors: I – assess the accounts annually reported by the State Governor, upon prior opinion that must be issued in no later than 70 days after its receipt;
